CTIA Has its Sights on 15 MHz of ENG Spectrum

In the wireless industry’s never-ending quest to grab spectrum where it can find it, the CTIA has asked the FCC to reallocate 15 MHz of contiguous spectrum for wireless use, suggesting that the Broadcast Auxiliary Service (BAS) frequencies used for electronic news gathering (ENG) by the broadcast industry are a great place to start. In a white paper called “Finding the FCC’s 15 MHz,” CTIA presents its rationale for why using 15 MHz of spectrum between 2095 to 2110 MHz is a good choice, primarily that it is near existing wireless allocations. ENG only transitioned there since 2005 as part of spectrum swap in which ENG systems began using radios with digital rather than analog modulation schemes receivers and 35 MHz was relocated for it.

Obviously, the National Association of Broadcasters immediately took issue with the proposal. NAB Executive VP of Communications Dennis Wharton said in the prepared statement that “If CTIA’s request were not such a serious threat to public safety, it would be amusing. Every day, local TV stations use broadcast auxiliary spectrum to provide breaking coverage of devastating storms, tornadoes, hurricanes and wildfires. If Superstorm Sandy demonstrated anything, it is that broadcast television serves as a lifeline in times of emergency, where cellphone/wireless architecture has failed.”
